To a large extent, crisis shaped developments in both phases. The establishment of China’s modern ordnance industry was a response to the domestic and foreign crises of the 1850s and 1860s. At the beginning of the 1850s, a peasant uprising, known as Taiping Rebellion (1851–1864), broke out in Guangxi province. By 1854 rebel forces had taken the city of Nanjing and threatened to topple the Qing dynasty. At the same time, the 17 18 State Enterprise System in Modern China dynasty found itself ﬁghting a Second Opium War (1856–1860) with Britain and France.
As was the case in the ordnance industry, the changes that occurred during these decades were path-dependent as crisis strengthened the existing model of state ownership and management. Building on the foundation of Chapters 1 and 2, Chapter 3 examines the deﬁning characteristics of state-owned enterprise by focusing on enterprise governance structures. This chapter presents the argument that path dependence also characterizes the evolution of enterprise governance structure. Although crisis caused resource creation, expansion, and centralization in the ordnance and heavy industries, it strengthened not only the existing model of state ownership and management but also the existing model of bureaucratic organization of enterprises within these industries due to the nature of China’s institutional endowments.
