It is important to note that in some cases when beam is under combined bending and torsion the serviceability limit state may be critical when the size of twist rotation is big and not the ultimate limit state. The second order theory of torsion should be used when the size of twist rotation is big. The criterion (15) could be chosen for standard purposes if the influence of shear stresses in the I- or H-section on the cross-section resistance is negligible.
