The rise of Democrats to Congressional power in 1910, and the inauguration of Woodrow Wilson as President in 1912 brought a return of Southern patriarchal and racist beliefs and practices to political prominence. This shift in political power, coupled with growing anxiety over an influx of Southern European and Jewish immigrants and the migration of African Americans to Northern cities, was used by various politicians and community leaders to support both de jure and de facto separate and unequal practices.
